Hi thanks for the interest, yeah it is everything you would need to go!
Only thing you might find you need is a steering wheel puller. Vauxhall sell them or if you do need to use one if you ask them nicely they may be able to loosen it off for you.
Once you remove the original wheel, the boss bolts onto the steering column. You then screw (with the captive nuts) the steering boss and there's you new wheel.
If you wanted it with the snap off boss kit, (so you can take the steering wheel in with you each night etc, (also classes as an anti theft measure with insurance)) that bolts onto the boss kit between that and the steering wheel.
