Mine gets around 400 out of a tank, but I rarely manage to get it down to the red from the full mark when around town cause I worry about it running out when I need it! I've got 400 out of it twice, when about half the tank was used as holiday mileage (so constant 70 on the motorways) and the remaining half was my pootling driving when I got home.
In terms of the dials, my understanding is that mileage cannot be rolled back in order to 'clock' the car (i.e. deceive a future buyer by saying your car has 62000 when it actually has 70000, etc). However, if you're changing the mileage of a new dial pod to match your old dial pod, there's nothing wrong. At the end of the day, if MOT matches up, it matches up.
I say this as I literally fitted a set of dials (that Duncanpound who commented this thread) with a rev counter 2 days ago! With the correct mileage may I add
