Fan should kick in when the temp reaches 97c.
if you really wanted to you can remove the thermostat from the car, plunge it in boiling water so the valve opens up, get some string and feed it into the valve and let it cool down around the string so the valve clamps onto it.

when its nice and cold next step is get a cooking pot, and put cold water into it and a thermometer messure the temp and bring it to the boil by either cooking it, or slowly adding in hot water into the pot .. (Dont pour hot water over the thermostat or it will give false reading)

Hold the sting so the thermostat is suspended in the water, and keep measuring the temp. as it reaches 97c it should slowly open up and fall into the Pot leaving you holding the piece of string !
