If car has been sitting for a while that could be condension

Does the heater blow hot and cold air

Are you losing coolant?

Clean all that gunk up take the rocker off and clean under it, then go for a good long drive
If it doesn't fit,
force it,
If it breaks,
It needed replacing anyway

It looks like rusty water that had been sat in the exhaust

What colour antifreeze is in the car?
