not 100% sure myself, but will ask around
would say bond it on with something like tigerseal & pos a few self-tapping screws for strength... then smooth it in with some fibreglass & P45 filler, sand it down & smooth it, prime it & then spray...
you\'ll need a plastic primer though as the bumper will flex & also the plastic primer bonds much better to the plastic... normal primers are for metal, so will flake off!
