how safe or unsafe and how much wold it cost to bore out a 1.4 engine too 1.6?

you need to stroke it not bore it, i.e increasing the distance the piston travels not the piston diameter. just swap the engine mate alot easier.

To swap the engine i think its quite a lot of work. You will probably need and change the engine mounts and probably the gearbox and clutch to handle the extra power. If you are going to do all the work of changing the engine the might as well go the whole way and get the 2 litre astra engine in there. Oh and unless you want an unfriendly call from the police make sure you change the log book to whatever engine you want to put in
