Heated rear window

Hi,

I have an M reg 1.4 corsa b, the rear heated window has stopped working!

There only appears to be 0.3v running through it! Should this be 12 volts?

The fuse (3) is fine, is there a relay?

Thought I'd ask before I bought a manual.
