OFFICAL DVLA DATA:

Ensure that the copper springy thing at the back of the hub is making a firm connection and has plenty of copper crease on it, that the horn push itself has one wire connected to the spade connector and the springy thing at the side is firmly touching the bare metal of the hub and that there aren't any wires bridging the gap and creating a short circuit.

It could even be a dodgy horn push, or hub.

This may not be your cause of fault but i thought id tell as it may help others...
I had a horn that was not working and then sometimes it would but sounded poorly lol
it turned out to be the horn itself touching something behind my bumper so it was earthing out...
WORKS FINE NOW :)
