painting advice

if i paint my wheel arches and some parts of my dash,like the MFD case,heater control facia etc,do i need to rub it down with some fine paper first or should i just spray it with plastic primer,paint it then lacquer it.

im just worried if i dint rub it down slightly the primer might not stick properly.

you will need to sand plastic - prime - rub down - prime- rub down - carry on until smooth - paint - lacquer , (use plastic primer)
