Corsa B 1.2 fuel punp problem

Hi All
Got a bit of a problem with my Corsa B 1.2 97. It was my parents car and they let it stand for 18 months and now passed it on.
Problem is it will not start. Traced it back to no fuel being delivered.
Got a new (scrap) pump but its not a Bosch so having trouble closing lid on tank as it is slightly larger. Going back to scrapper to get original holder to see if it will fit in the swirl chamber.
However despite having a now working pump (old one was deffo broke) still will not deliver fuel and not running.
Have measured only 4 volts at connector on top of tank even when cranking. Should it be 12?
Is my problem down to the relays?
I have located one in the Drivers kick panel (Purple) but i think there is another maybe above fuse box.
Which might it be if it is likely to be the relay and how can i test it?
Last question. How is the swirl chamber removed from tank. Seems stuck down with no obvious way of removing. Would like to replace whole thing if poss so my new pump will deffo fit.
