Over/under heating

Hey guys, I have a '98 corsa merit 3dr 1.2 as a daily driver and i've been having a few issues that I couldn't find help for with the search(I only had 2 searches then the search packed up). I'm running the corsa as it is reliable and cost me nothing, I'm actually in the classic mini scene but don't judge me
Anyway, on the whole the car takes ages to heat up(which I have read is a common fault) and sits about 88 degrees when fully warm, however, if the air temperature goes above about 15 degrees it starts to overheat. The fan cuts in about 97.5 degrees (according to the gauge) which does seem a little high however it normally takes it back down again, but today it sat about 99 degrees for the whole journey, not even dropping when going downhill in a high gear. Does anyone know if there is an issue here and any fixes? I was thinking about flushing out the cooling system with some kind of cleaner, give the radiator a clean from all that crap that accumulates in the matrix but apart from i've no ideas. Oh, and is it normal for the fan to cut in only at 97.5?
