Is it not Chassis year that defines it?

no its on the engine, if the donor car had a cat, then you need one, if not then it dosnt
a 20XE engine didnot have a cat so will not require one for an MOT where as an C20XE would

Had another look into it....it seems we're both right!
http://www.motuk.co.uk/manual_730.htm
Test 'should' be based on whatever is older, engine or chassis. Onus is on owner to prove age of engine/chassis.
Hence my '83 golf on a '93 engine is fine on the basis of the '83 chassis.
And XE in a corsa being...because the Engine is pre '93.
