engine whining, slight power loss

engine whining, slight power loss
i was wondering if anyone could give me some advice because my car has started to make a whining noise and sounds very like a turbo when im driving and building up rpm it sounds just like one and when i let off the accelerator it makes the noise again, it has started to do it more with the cold weather i think it may be something to do with the water pump i originally thought it would be a air leak somewhere but with cold weather i thought it would be water pump any ideas? also on some ocaisions the car lacks in power kinda bogs down abit then takes off it seems really sluggish at times dont know if that is related to the whining noise but could any care to give some advice, cheers.

Ive noticed my car has be doing this but ive not noticed any power loss i just thought it was a normal sound that the engine makes.

if its water pump i dont think there would be a power loss just an increase in engine temp but i have noticed it only happening recently as you said due to the cold weather. ?

well i dont think the power loss is due to water pump i think plugs need changing

now i have been driving around for a few days i notice it alot more, it seems like a belt whining noise but probably only the fan belt.

had you had a look at the timing belt?
only thing i can think of that would do that :S
