corsa 1.0 wont rev above 3500

just got car running been stood for 2 years, when cold wont rev above 2500 when its warm it will rev to 3500 but stars missing if you try to go above that , going to put fresh fuel in tomoz, but just thought i would ask if anyone has had a similar prob and what caused it cheers trev
