Not the ICV, that usualy causes the revs on 'tick over' to raise to about 1,900. nearly max sound like throttle stuck open.

open the bonnet and see if the throttles stuck wide open or if its the plunger from the idlecontrol valve thats keeping it open.
take the icv off, plug it back in and start the engine without reattaching it to the throttle body. if that sorts your problem then either buy a new one or just leave it plugged in and cable tied to somet so it cant adjust the throttle.

I have the carby on my 1.4. I'm having a bit of a problem with the Idle control valve also, When you back of the rev's it holds rev's above idle for about 5sec's before idling down. bloody annoying :/

also check for frayed inner throttle cable. On models with a Vac carb' check slide is free and not sticking, just a bit of crud will make it stick, on our CV carbs on the buggys we have had them jam solid so they don't lift (gutless) and also stick 1/4 way up instead of dropping down to the bottom, easy check is wipe off the inlet hose and look in to see if the opperation is smooth.
