Shaky steering

Shaky steering
Since I put the new alloys on, my steering wheel has felt shakey every now and then. The wheels aren't balanced yet and I never had the shaking before. Could it be that they are not balanced. Thanks

Cheers, had a quote of £20 for 4 wheels. Does that sound reasonable?
