1999 Corsa B sxi 1.2

Hi I have a 1.2 16v corsa sxi on a t plate (1999) and have started to go about modifying it.
Q1> Which fuse is linked to the cigarette lighter because i think it has blown because when i was wiring up my neons into the cigarette lighter the negative and positive wires must have created a short. Please help

Q2> What would u suggest to give me a cheap power gain?? keeping the original engine and bearing in mind i already have a backbox and induction kit
