Alloys and Arches

I am in the process of buyin a corsa b sxi off my mate. He has 17in alloys on but they rub on the arches when on full lock. Could this be solved by rolling the arches?

is the car lowered by any chance? i had mine lowered for a couple of weeks and i had problems with my 17'' rubbing on the arches. but with the normal springs on it doesnt rub at all.
